I just saw the first whiff about Law 137 in the local paper today. Since this came from the Ruling Council, one must assume this happened with the consent of Bremer et al. Did any of this make any ripples yet States-side of the pond?
New I heard a bit about this one when it first passed...
I think I overheard it on NPR. It was passed by the council, but Bremer smushed it down, didn't approve it.

Could be wrong, though.

The way the CPA and the Governing Council works is that the Governing Council can do whatever it wants, but it doesn't mean anything till Bremer approves it.

As far as I have been able to tell, Bremer has simply been ignoring this one. He has not approved or rejected it.

It is far more informative about the legal dangers in Iraq after power is handed to a local government. Unless women's and other minority rights are carved into the constitution, they will suffer after the hand over.

New Ah, that's how it works...
I guess not all the details of the day to day running of the place have made it across with equal emphasis.

But if this is the way it's already heading with the "Friends of the US" in place, I have my doubts about the lifespan of any consitution carved now once the ayatollah(s) take over. I can't see the next US president wade back in to defend it after the troops have been pulled out. And even if the UN ends up back in Iraq, it would never be with a mandate to defend it either.

This is starting to look an awful lot like Afghanistan anno 198* I'm afraid.
