Its exactly what you would expect from a primitive family ruled tribe. The head honcho when the country was created was made the 'king' just to give him a better title. The rest of his family (the part he trusted anyway) where installed in various leading posts. The lesser posistions went to families allied with the new ruler and everybody else became citizens.

It's not a mob, because it isn't that sophisticated.
