Paul O'Neil was a former Bush cabinet member, and is still alive.
The man widely known as Tip O'Neil was Thomas P. O'Neil, former Speaker of the House, who is now dead.
Given that you aren't an American I figure that you might not realize that Tip O'Neil is going to be read as a different person than the one you meant.

Is any of this the least bit surprising? We've had an inarticulate loon 'in charge' -- and look what he's managed in 36 months! Not merely Born-Again - this sucker thinks He's Messiah-Again. (That was hinted at, over a year ago - when Woodward spent ~ a week with frequent Shrub-contact: the fucker thinks he's on a Mission from Gawd; Woodward had to phrase it a bit more euphemistically, natch)
