Perhaps. Nation building is extremely difficult and frankly I think that whole region is ripe for civil war (as is Iraq). It may every well become Clinton's legacy - just as Iraq isn't likely to improve with the capture of Saddam Hussein and Iraq become Dubya's (and Marlowe's) legacy.
But that's my opinion - I know yours varies.
