Second, let's limit the number of bogus account numbers available to, say, a few per month.
Third, you have to leave a detailed description of reasons why you are requesting the number.

The bogus numbers should be traceable to the person who requested it. If you had a false alarm (if the transaction performed with the number would stand up to the regular CC dispute process), it gets charged to your account, plus some serious fee.

No law enforcement needs to be involved, except at the final stage.

you did send them a credit card number, which means you agreed to something with them. They may see this as an act of fraud and turn around and sue you after they get busted. They will claim they had a legit acount with you and you gave them a bogus credit card number.

It is quite easy to fake paperwork or electronic files on someone. Look, he bought from us before, the kiddie p0rn CD, and then he gave us a bogus number to pay for it. Of course your email will get edited to say "please charge my account for the purchase" or something like that.

Trust me I used to work for lawyers that had a habit of creating evidence when none existed before. They converted stacks of papers to electronic format and then had experts use Photoshop on them and other editing software to twist things around in photographs and typed papers. Judges would ask them for the originals, not the electronic dupes, and they would be able to reprint the electronic versions and pass them off as originals. The originals got shreaded, trust me on this, they paid for bulk shreading services. If any hardcopys were kept, they were the modified versions to pass off to judges as originals.

I used to work for lawyers, and I learned that there is no true justice in this world.

Lawers manufacturing evidence can get some major time, if the other side has any lawers working for them at all.

In this case, it's mostly spammer lawers agains credit card lawers. Basically, what you are saying, "I automatically dispute any transaction made on this account". And the credit card takes it from there.
