Republican leaders in the U.S. Senate arranged for an informal vote on the spending bill Monday evening, without keeping the customary records of how individual senators voted. The New York Times reported that just six senators were in the Senate chamber during the voice vote, which passed the measure. Only Sen. Robert Byrd, D-W.Va., spoke up against it. Cheers, Scott.
