When you consider the relative size of the countries, that is pretty amazing. This is also why Germany has not been too happy about the rise of the euro recently. Germany would rather see the euro trail the dollar slighly.

I trust that neither of those organizations are intentionally bending the statistics, but on the scale of this the margin of error is probably in the billons. Jay

The upward trend of German exports in dollar terms in the first half of this year has been strengthened by the surge of the euro against the US currency. I found this related article that suggests that German exports are climbing but that the rise in the euro was what suddenly put them over the top. Jay
