It then becomes an essay on how how you ask the question.
If you say "Do you want a tax cut or do you want to save Social Security?" then the issue becomes muddy...and the questions asked are misleading in the first place. They are generally asked as either/or...when it is quite possible to do both and/or all at the same time.
But if you ask the direct question..."Do you think the government should lower taxes?"...the answer is always a resounding yes.
