What does following the money accomplish?

How do you trace "paperless" money? Any ideas?

New Most money *is* paperless
Most money is numbers in a legder(s). Whether that leger is paper or a hard-drive does not matter much.

The gov wants to dig on those ledgers to see who put what in the bank.

New In Islamic lands the tracing is impossible.
A method of paperless tranfer based on trust between agents at two ends of a caravan route has been in place for thousands of years. There are no records you're going to be able to trace.

It's only when they get into the Western world there are any records, and I'm sure they keep them to the minimum and as untracable as possible.
