The app I have in mind is database and string handling intensive - I'm not particularly worried about elegance or though maintainability would be a plus. Are there any raw comparisons that show the performance characteristics of the major web server page engines? And are any of them believable? :-)

Then you know what my answer will be! :-) No, really: Delphi/Kylix from the ~$400 Pro-level up will let you build Apache DSOs (of course you can do it in the base version too, but Pro has at least a rudimentary pre-built framework), if you don't want to just simply use any of a number of components (F/free or commercial/proprietary; Indy is included) to build the Web server too in your app (if it's a single-purpose server, like).
