Seems to be a good way to put lots of people onto that tiny island that became so important to live on. If I read it right, there are places in Manhattan with over 100,000 people living in a square mile. "Won't you be, my neighbor"

That would not work in L.A. because there is no place to park that many cars. Public transportation is crappy in LA, so a car is a must for most.
Thus, cars limit the density, not people.
