Access legacy database.
When one is faced with an Access (95) database where the person who wrote it has hidden all menu items except ones he/she created for its use (i.e., it's a bare user-application when it opens up), how does one go about unhiding everything, such as the main database window? No Tools or View menu item.

WAG
Launch Access first, then tell it to open the .mdb file.

Real solution
Hold down shift key while double clicking on .mdb file. I'm pretty sure it's shift, might be control.

Confirmed
it is Shift, I've done it before when I had to modify someone else's database. Windows is supposed to do the same thing to the Startup Items if you hold down the Shift key while Starting up Windows.
Also use the "Window" menu and choose "Unhide" and then choose the "Database" window and then go into the Macros and rename the "Autoexec" macro that loads the main form that disables all the other stuff, and then unload and reload the database. This only works if they didn't hide the "Window" menu.
Trust me on this, I had to work on other people's Access databases for a long time. At the law firm we had over 35 people quit or get fired in the IT Department for over four years. Someone had to take over their work.

I tried that, but. . . .
I get a "The current user accout doesn't have permission to convert or enable this database." message.

Do you have the Admin password?
It sounds like your account you are using is a User Account that cannot modify anything (Read Only). Do you have the Admin password? If not, cracking into an Access database requires tools that cost money.

Good luck getting an account that can work with the database to edit it. Without one, you won't be able to do much with it.
