Whether codebases are "commercial" makes much less difference than whether they're open source or not: SAINT was always proprietary, being a derivative work of Venema and Farmer's SATAN. Perhaps you didn't notice the licensing?

New no, in most of the places I have worked lately
OSS or any software not from an approved vendor was verboten so I would download tools, use them for my needs then disappear it. In future since more people are aware of OSS and looking for useful less expensive tools I will need to be more aware of licenses and licensing issues. I still have Brett's email if I need someone to explain the different types of licenses :-)
