Someone's making another hat, I suspect. ;)

I see no reason to think this is anything other than two organizations that understand public relations coming (independently) to the conclusion that it's time to run from a name that has become a target. And that most people won't bother to notice that the same things are still being done, but under a different name. Or as bits and pieces included within several other names.
