Bush administration tries to pin North Korea crisis on the Clinton administration.

The Post casts this in a fairly sympathetic light, but if you read the facts it's pretty obvious the US broke it's end first.

We failed on our end, not building the reactor we promised them in any reasonable time frame. The accord was signed in 94 and was supposed to take 10 years to build the reactor, only now are basic foundations being laid.

Compounding this is that Bush's straight shooting, loud mouth, tell it like it is, act is exactly the wrong way to deal with officials from oriental cultures that treat public respect as key and are quite willing to embark on suicidal courses of action to maintain that public image.

The end result is a rather messy situation.

Certainly sounds like Clinton's fault. He had 6 years in office to get it done after signing the accord...

...that the blame can be laid solely at the feet of the entire elected Federal Government. Congress+President. I'm sure that when the document was signed, there was every intention of moving forward with it, and then the horse-trading started...

Clinton failed in leadership.

Congress failed by grandstanding.
Any deity worthy of a graven image can cobble up a working universe complete with fake fossils in under a week - hey, if you're not omnipotent, there's no real point in being a god. But to start with a big ball of elementary particles and end up with the duckbill platypus without constant twiddling requires a degree of subtlety and the ability to Think Things Through: exactly the qualities I'm looking for when I'm shopping for a Supreme Being.
