There's a fairly good chance they won't end up giving away anywhere near $1.1B worth of vouchers:
Though the face value of the settlement is $1.1 billion, the actual amount will depend on number of consumers who claim, according to Microsoft lawyers.


It would serve them right if all those customers used their vouchers to buy Linux and StarOffice though :)

New California consumers had nothing to do with this.
This action was initiated by a bunch of lawyers who smelled blood in the water. "California consumers" were just an unfortunate necessity for filing the suit.

You can be sure the lawyers got paid in cash, and they couldn't care less if any consumer ever cashes in a voucher.
