make a new Windows version whatever install disk that correctly installs everything along with the 'new' JVM and test it carefully on a wide variety of hardware

or maybe you'd want to make it a separate CD and write on the front:

New Adding new software by default is easy.
Quite frankly, the JVM install would take M$ sticking the executable in one directory, and adding one line to one config file. And I'd be willing to bet it would work for five nines of the installs without any issues - and minimal issues for the rest.
