Enough explosives (even regular ones) could blow a good hole. Maybe they wouldn't kill thousands, like the plane rammers, but it could kill hundreds.

size to the predator, not as sophisticated but can carry nasty lowtech payloads. Picture an 12ft wing span, 30 lb payload of low tech bio hazards and smuck it into an upwind building.
