You can only negotiate peace with someone else who wants peace. Unfortunately, it seems pretty clear that the Palestinians have still not come to grips with the reality of Israel. They may say things publicly, but if you look at any of their schoolbooks, listen to their speeches in Arabic it is quite clear that they believe that there should be no Israel it is all Palestine. Here is a quote from a sermon of official PA TV "In several years, Allah willing, we will enter Jerusalem as conquerors, to Jaffa as conquerors. To Haifa as conquerors, to Ashkelon as conquerors. We are certain that victory is near..." (see more below). Prior to his death, Faysal Al-Husseini (Mr. Moderate Palestinian) gave an interview to an Egyptian newspaper(Al-Arabi (Egypt), June 24, 2001), where he openly admitted the Palestinian aims as follows: "When we are asking all the Palestinian forces and factions to look at the Oslo Agreement and at other agreements as "temporary" procedures, or phased goals, this means that we are ambushing the Israelis and cheating them. ... If you are asking me as a Pan-Arab nationalist what are the Palestinian borders according to the higher strategy, I will immediately reply: "From the river to the sea." Palestine in its entirety is an Arab land, the land of the Arab nation, a land no one can sell or buy, and it is impossible to remain silent while someone is stealing it, even if this requires time and even [if it means paying] a high price." Many other Palestinian spokespersons imitate and publicly endorse these statements with an impressive frankness, especially during the past few months. The Palestinian insistence on the realization of the right of return in any possible permanent agreement openly and formally attests to that.

Secondly, Arafat has NEVER in his life kept an agreement. Yitzchak Rabin during the Oslo process was asked if we give the Palestinians rifles, what happens if they use them against us. He answered, we have a stong army we will go and take them back. As he events of the last 5 years and particularly few months show he was sadly mistaken. Let us look at some of the Palestinian obligations under Oslo:
1) Arrest terrorists and stop terrorist attacks - not being done, Arafat emptied the jails
2) Stop anti-Israel incitement - if anything it has only gotten worse
3) Limited police force of 18,000 men with limited arms - blatantly violated
4) No political activity in East Jerusalem - blatantly violated in Orient House and other places
If Arafat did not fulfill the basic tenets of the Oslo Accords what makes anyone believe he will a different accord.

Let us take the case of Lebanon as a perfect example. Israel, withdrew completely from Lebanon fulfilling UN Resolution 425. This was certified by the UN. Has that stopped the fighting? Of course not, the Lebanese have made up another excuse to continue attacking Israel.
Let us assume that Israel withdraws to the lines of June 4, 1967, then what? What happens when Arafat stops allowing Jews to go to the Western Wall? What will Israel do then? The world will say have patience, negotiate, condemn any military threats or actions. Look at what happened with Orient House, Israel acts according to the Oslo Accords and the world says that it is provocation. Arafat is a master of salami tactics. He moves forward in small steps, each one small enough that any Israeli response is considered by the world disproportionate, etc. There is no reason to believe that this will stop.

Please read this sermon and tell me if peace can be made with these people.

However, he who came to this land as an invader and did not enter the religion of Allah, should go back to the place he came from, or else, our spears will reach him, Allah willing.'"
"The Prophet [Muhammad] said: 'The Jews will fight you, and [Allah] will establish you as rulers over them...' We blow them up in Hadera, we blow them up in Tel Aviv and in Netanya, and in this way, Allah establishes us as rulers over these gangs of vagabonds. The Jews fight you, but Allah will establish you as rulers over them. Until the Jew would hide behind a stone or a tree, and the stone or the tree would say: Oh Muslim, Oh servant of Allah, a Jew is hiding behind me, come kill him, with the exception of the Gharqad tree which is the tree of the Jews...'"
