people are idiots and do stupid things. Also some people abuse the access and make it harder for the rest of us.

Apparently someone must have did a DoS attack from a library computer, so they locked down the ability to download security tools, cracker scripts, and other things. But since the people running the network don't seem to know the difference between an upload or download, they must have blocked both? Or maybe they just don't want someone emailing their resume that is in Word format and might have the Klez or some other nasty virus on it. Not that yours would, as I assume you have an AntiVirus software that is updated regularly like the rest of us. But more like Joe Sixpack who paid some 15 year old kid to type up a resume for him, so Joe can quit his job as a burger flipper and try to get into SQL Server DBA work, but the 15 year old didn't run a Virus Scanner, and thus caught the Klez Virus and it embedded itself into Joe's resume. Joe went into that library to email his Word resume to a recruiter, and then the Network Admin got pissed that one of his workstations got hit with Klez because Joe had opened it to look at it before sending it.

Either find a different library, or go visit [link|http://www.kinkos.com|Kinko's] and pay for access to their network. I think they let you access floppy drives there, but it costs more than the free access at the library. Another option is to take a 1 credit hour class at a community college that allows you access to their computer labs. Something like Continuing Education, "Intro to HTML" or some other easy peasy course.
