Klyx is a LaTeX front-end. There's now a DFSG free version available, IIRC (there were problems with earlier licensing). Adobe Acrobat has DocBook support. Don't confuse a markup language with its editing support.

New To a certain extent, yes.
But there are also specialized (or at least, more specialized) DTP programs that are geared towards easy placement of text and pictures. Adobe Framemaker, for example. Kontour (nee KIllustrator) does that, but it's still a bit primitive.
