I did start to read it and one thing I've already noted with quite some alarm is how few hours pilots had when they were hired by Lion Air. 900 hours? FFS, I wouldn't want to get into any airplane that had any required crew member with that few a number of hours.

I've recently been thinking about changing my "Never Airbus" attitude for precisely the reason the article appears to be heading: new pilots are incompetent. I'd bet the overwhelming majority of them have never read this and that is alarming. The decline in airmanship among ATP's began (imo) with the opening of commercial (read: for profit) flight schools. Back in the good old days of accessible commercial aviation (the 60's and 70's) most airline captains and first officers were retired military pilots. Those pilots had not only survived flying with people shooting at them, but had also received the superior flight training that only a public, non-profit school could provide.

Still, I've not yet abandoned my position that, "When flying commercial, I want to see two things: a Boeing logo on the side of the aircraft and grey hair in the left seat."

You are Correct, Sir: every wannabe-pilot through Master Instructor ought to assign this book with rigorous follow-up Testing to make. sure.
(that prolly every ¶ has been inculcated) in every student. (How fortunate that spouse is, also too: Ept!) Ya gets a full crew many flights, eh?
Shall be passing this on where appropriate interest has surfaced.. ... manifestly it could save lives.

The rule requires first officers — also known as co-pilots — to hold an Airline Transport Pilot (ATP) certificate, requiring 1,500 hours total time as a pilot. Previously, first officers were required to have only a commercial pilot certificate, which requires 250 hours of flight time.

I wonder how that lines up with the non-military atp school graduates taking over the commercial airline pilot population?

but a metric {ought to be} established as: measures, best as possible.. the Quality of the applicant's Tutorial-inculcation (and much harder: an evaluation of just how This-person's performance in other tests: can demonstrate his/her mental acuity within some carefully crafted Simulator exercises "in extremis" ..and like that.

{sigh} You could apply that hoary standard to All Applicants for some 'Presidency', I wot--but not in this kultur--I also wot. Still: when some corrupt-from-cradle carnival barker Passes All [these not-yet Tests] and runs rampant for n-years all un-Stopped: why are we even talking about "Standards" at all?

New Not very, but I can think of a few reasons.
That change in particular makes it harder for non-military fliers to qualify. The main factor appears to be a reduction in the availability of military pilots (the big reduction in overall numbers following the collapse of the USSR, compounded by longer commitments to service,) followed by an expansion of civilian operations. And then there outsourcing large portions of domestic operations to barely minimum wage paying regional carriers which started in the '90s as well.
