Just last night I heard a lecture on a very similar same topic by a full professor (Eddie Lee) from Winthrop University. His presentation, in a sense giving grades to presidents identified the 4 F's, the 4 A's, and a couple "Incompletes". He went into the whys he ranked them that way. Some close correlation with the table in your reference. Incidentally the speaker is also the current mayor of York, SC.
