Just last night I heard a lecture on a very similar same topic by a full professor (Eddie Lee) from Winthrop University. His presentation, in a sense giving grades to presidents identified the 4 F's, the 4 A's, and a couple "Incompletes". He went into the whys he ranked them that way.
