Unless there is an existing ongoing investigation, any attempt at firing him will be interpreted as political retribution.

I've argued elsewhere (maybe here, too) that Comey should be told quietly but in no uncertain terms that his position is untenable and he needs to resign. Firing him, if it comes to that, would have to be done very carefully.
