New simple issue, syrians have sam3's
that "may" be manned by russian troops. To enforce a fly zone without russian agreement means taking out the anti aircraft missiles. We have the tech to do that. The risk of dead russians could cause a hot localized war between us and russia. Not a good idea. Get agreement with the ruskies that works, then enforce.
