He was trying to make it sound like it was a "he said, she said" kind of thing. And, some of events were totally out of CIA's hands, and only 3 detainees were waterboarded, and besides Congress didn't give them the time to explain what was done, etc.

Judy Woodruff should have asked him why they had to hack into the system of the Senate staff working on the report.

And Feinstein was way too generous regarding Bush's responsibility for the torture. Plausible deniability is as much as he wanted. Sometimes, I'm not so sure about Feinstein.
