Pre-'comments'--I thought it could help, depending on how 'rote' were the speech requirements.

Post-comments spotlight the bugaboo: that what you Really want to do is correct or fire the assholes--but first you have to be damn sure that your filter is 99% accurate.
With that many cops (as in NYC) can not all all empathize with each one's desire/demand ... not to be lumped all-together?

Management needs to find a way to reward better communicators and deal with those whose mindset is in concrete. Easier to say, of course.
