Read it. The fast reading I did is interesting. Agrees partly with Snowden and would like to see more controls and other feedback etc... but no change in the the program other than that. --

the only change there should be do not release info deleteriously unless the target is a terrierist, pol or criminal.
Not easy enough on the USAians and who is going to pay for all of that storage required?
