"Obama to Congress: Put up or shut up" is the title of a Neil Irwin piece - http://www.washingto...ut-up-or-shut-up/ - he's on the staff there. It pits their impulse toward neoconservatism and the United States asserting its authority on the global stage against the libertarian, populist, even isolationist impulse.
