Whilst it seems clear that Clinton admin assisted & encouraged Croatian army to fight Serbs by regaining lost territory, Clinton's admin can argue more effectively (with proof) that their intentions were very good and operating at a higher level than those executing the war on the ground.

I'll bet that no one can prove Clinton knew of any atrocities committed during the campaign nor could anyone prove that Clinton admin could have stopped it (lack of proof - lies at the time - changing fortunes at the time etc: etc).

Also, the support of a government of one country for another to win a war doesn't constitute support for how the govt in question fights the war.

Now if we take a look at Reagan & the contras & Ollie North's training of them and what they did to people in Nicaragua, that might be quite a different story with very direct lines of command back to US prez.
