meh, no real call for that. As far as a shell account for a dev user in prod? Who promotes the code from dev/qa, him or someone else?
It should be a sysadmin but the developer does need access to the logs without hassle so either syslog to a box in dev, or enable apache so he can view the logs via a browser.
