Not paying benefits to those who might not need them -- AKA means testing -- isn't in the same galaxy as taxing the top 0.1% properly.

New nope in a previous post I pointed out that by removing
the cap from ssi taxes Romney would have ended up paying 30% in taxes instead of the current 15%, place that along side this plan the safety net is repaired for a good many years. You dont like it of course, you want your money and your government checks both at the same time
