I should have mentioned that. They are used to being at the beck and call of the carriers. Carriers not interested in upgrades? Well, so neither are the OEMs because that's work that isn't requested or paid for.

But sometimes the OEMs do end-runs, even though they "don't really want to". HTC got fed up with Telstra and Optus faffing around here in AU with Android phones that they went to a non-carrier to sell their phones. Pretty much as soon as they announced that, Optus and Telstra pulled their fingers out and got HTC signed up.
