I used to write procedure manuals for corporations.

A one-line Mission Statement expands into at least several hundred pages of drivel.

But I guess when it is done by a corporation, it is a glorious thing.

Seriously, the law ought to be an executive summary, and one would expect the implementation details to be much more, well, detailed. The other alternative is legislative micromanagement.
