Done all that . . .
. . turned off Simple Filesharing and changed permissions all the way from the Documents and Settings folder to the individual files - no joy.
I'm now thinking the files may have been encrypted - looking into that.

Good luck with that...
Encrypted files/filesystems SUCK when people forget they have them... or insist they never did.

Well, fortunately the filesystem wasn't encrypted . . .
. . I expect I would have noticed that (usually you need a password to start the computer). Some directories and their included files were encrypted.
It cost me $149 to break encryption, but well worth it. 717 encrypted files recovered in about 5 minutes.
You'd think, though, that Windows would tell you you can't open files because they're encrypted, but it doesn't.

It was (is) a customer's machine.
They had no idea the files were encrypted.
