New How have I not noticed Zazzle before now
I tried CafePress a while back, and they would only let you put a single design on a single product. Zazzle makes it easy to do bulk product setups. Got single image? Put it on everything in one shot. Why would you want to restrict people from order more of your product? CafePress' system doesn't make any sense.

Oh, so what am I selling?

New I thought govt. agencies couldn't hold a trademark
I remember when I was still in hearing that we couldn't prevent use of the logo, since the government couldn't hold a trademark. That seems not to be the case now. Does anyone know when that changed, or am I mis-remembering and it never was the case?

Well, just answered my own question.

Yes, it was recent.

New Why CafePress does that
It's a limitation on the free service, to get you to buy the paid-for service.

I don't think it is a great idea, I think they ought to keep their incentives aligned with those of their users by making their money when the users make money: when product sells.

Why, yes, I did give up something for lent. I gave up making sense.
New Absolutely
You're clearly right, I remember thinking that when I set it up. The problem is that when you're first setting it up you don't know if you're ever going to sell anything. And by limiting you to one design per product type, they're making it much less likely that you ever will.
