...that region gives tactical superiority to the folks at the top of the hill.

Its King of the Hill for real...a helo flowing low through those passes can be brought down with small arms...no Stingers necessary.

Reports I've heard are saying that the choppers are nearing their maximum operating altitude in that mountainous area, so they may be forced to travel through at least some of the valleys (in addition to whatever other performance degradation they may be suffering at that altitude.)
