It's very perishable - you have to make it on-site. Institutional machines are quite expensive but it's inevitable economical home machines will be developed.
New /me can see it now...
First its Environmentally Friendly... until the Nukes power the machine to actually activate the stuff.... then the Natural Gas Generators and Coal... the HORROR.

And someone will try to drink it when its activated... and get killed by it and leave no trace.

New Actually drinking it seems not to be a problem.
If I recall correctly it's harmless. Now the coal burning power plant providing the electricity is spewing radioactive coal dust into the atmosphere - which you'll need more activated water to clean up, which means you need more electrical power . . .
