Makes a kind of sense
Sure, Bahgdad is more dangerous. But Marines there are armed and have rules of engagement. You don't go to TJ armed.

Not the smart ones
You're better able to defend yourself on the small -- but enough to worry about -- chance you're attacked. But you have a much larger chance of getting popped at the border. That'll really screw with your military career. They look down on having guns where you shouldn't.
