New Scooter's sentence was commuted - he wasn't pardoned.
IOW, the conviction still stands.

Dunno if Bush will revisit it and give him a pardon, but I wouldn't be surprised.

Libby lost his law license, had to pay a $250k fine, and was on probation for 2 years. The commutation kept him from serving jail time.

(I don't know enough to know if Libby could re-apply for his law license if he got a pardon. It probably depends on the state law and district court rules where the license would be granted.)
