Texan Representatives vote multiple times

Texan Representatives are on camera using other member's voting buttons. This is against house rules yet no member has been disciplined. Politicians breaking the rules is hardly surprising but blatantly cheating when being watched by the public and cameras? I assume this happens every session. This is utter contempt of the electorate.
Is this indicative of Texan culture? Corruption and rule violations are an expected part of life and are committed openly? Am I missing something?

Choose rotting away at the end of it all, pishing your last in a miserable home, nothing more than an embarrassment to the selfish, fucked up brats you spawned to replace yourself. Choose your future. Choose life... But why would I want to do a thing like that? I chose not to choose life. I chose somethin' else. And the reasons? There are no reasons. Who needs reasons when you've got heroin?
