It's a collage of images and video snippets with a soldier's voice-over and manipulative music in the background. I don't doubt his sincerity, but he's wrong about the overall picture. "They attacked us" isn't how we ended up in Iraq.

I think most of these ads are designed to be provocative so that they can pay to show it a very few times on TV, then it takes a life of its own on TV "news" and the web. It's a variation of the techniques developed by Lee Atwater in the [link|http://en.wikipedia.org/wiki/Willie_Horton|Willie Horton] days.
