The most important right we have is the right to own firearms. Which is vacuously given us in the Constitution (Amendment 2 doesn't do that, but a part of our mythology is that it does).

The same is true for the EP. It didn't free anyone, but our popular mythology is that it did. And the "Citizenship Exam" is more a "Popular Mythology Exam" than it is an exam based on fact.

as it was only an order freeing slaves in confederate states not under union control.

What it DID do, however, was commit elimination of slavery as an aim of the conflict and laid the groundwork for the ratification of the 13th Amendment.

Agree, though, that for accuracy the question should be rephrased or changed to the aim of the 13th amendment.
