Here's the deal. Filthy Furriners will have to provide details of their travel plans to the DHS, 48 hours in advance.
"Excellent," say the terrorists, "We'll just use US or Saudi nationals, travelling on valid ID, who aren't known to the authorities. Worked before, will work again."
I'm assuming that "travel" means "travelling into or out of the USA".
Timeline:
2008: Foreigners from some countries required to register travel plans in advance.
2009: All non-US nationals required to register travel plans.
2010: Some US citizens, according to National Security Criteria (disagree and you're un-American, etc) required to register travel plans.
2011: For your safety and convenience, please register all travel plans on the DHS website. Failure to do so could mean you don't fly.
2012: In order to enhance your security, please register all interstate travel plans on the DHS website. If you are stopped at a border and are unregistered, you may be fined, jailed and your vehicle confiscated.
Possible? Certainly.
Probable? Up to the 2010 thing, I think so.
Plausible? Depressingly so.
