ol' Marc cost us roughly $90 million in tax dollars. He was on the FBI most wanted list for years, forced out of the country, and Clinton was accused of selling out when he pardoned him.
Lay is going to cost us billions in tax dollars (not to mention real damages to Americans) and hasn't been charged (and probably never will be). Why pardon somone if they aren't going to be charged with anything?
