IIRC, Houston, the city, was always more aggressive than Dallas in expanding its borders, annexing many suburbs in the process.

New not familiar with Dallas
But Houston was annex happy when I moved here. In the 90s there was major backlash after somebody died in a newly annexed area(that didn't want to be annexed) because the Houston ambulance service wasn't familiar with the area and couldn't find the residence.

Recently Houston told The Woodlands that they weren't going to be annexed.
