Promulgated (Accepted?) by State Committee of Soviet of Ministers of Kazakh SSR for oversight of safe conduct of work in industry and mining oversight (this same card mentions GlavTzvetMetNIIIProect and All-Union Scientific Research Mining-Metallrgic Institute of Light Metals)

Repair and metal work 1957(theme #15) (I guess that would be a theme for some sort of thesis, but I may be wrong)

Do Russian typewriters have the special character "No.", meaning "number", using the Latin version of the letter "N"?

It's more like unpredictable than random index cards. I've looked at a dozen or so index cards and have seen Alma Atta (in Kazakhastan) mentioned 3 times.
