I see your point but.....
I think it may be difficult to distinguish between effective oversight and "getting even". If they do the job, indictments will come showering down.

Yep, there's a fine line between oversight and "getting...
even". But, what's worse is that line is placed differently by different folks. As they say, YMMV.
For example, impeaching Bush would be an exercise in futility. It's not that he doesn't deserve it, it's that ultimately it can't happen. The votes will not be there. So, going there would be counterproductive. Other, doable things, would not get done. At least, make the SOB veto reasonable legislation.

Also, "from the center". Real center or pundit center?
If we are talking real center then here are some initiatives that should gotten to asap
1. 65 percent favor guaranteed health insurance for everyone -- even if it means raising taxes.
2. 86 percent favor raising the minimum wage.
3. 60 percent favor repealing either all of Bush's tax cuts or at least those cuts that went to the rich.
4. 66 percent would reduce the deficit not by cutting domestic spending but by reducing Pentagon spending or raising taxes.
5. 77 percent believe the country should do "whatever it takes" to protect the environment.
6. 87 percent think big oil corporations are gouging consumers, and 80 percent (including 76 percent of Republicans) would support a windfall profits tax on the oil giants if the revenues went for more research on alternative fuels.
7. 69 percent agree that corporate offshoring of jobs is bad for the U.S. economy (78 percent of "disaffected" voters think this), and only 22% believe offshoring is good because "it keeps costs down."
8. Over 63% oppose the War in the Iraq.
9. 92% of all Americans support transparent, verifiable elections.

65% believe stealing is okay
52% think we should legalize drugs 60% think that non whites are evul what the country wants and what government should provide are 2 different things. Universal overhaul of the health delivery system in this country is needed. Free health care for all wont fix the problem. thanx, bill

whip it out, Ill show you the other side
giving universal health care without reforming health delivery mechanisms will sink whats left of the bad system we have. The other points were crafted to indicate that running the business of the country is important. Taking the same dollars that went to the repo base and handing it to the demo base is not. thanx, bill

again Bill, from the center.
I was attempting to show that "from the center" may just possibly mean "populist" instead of what gets described as centrist by the chattering classes. You know, not on the extremes.
Just as an exercise, what would you consider centrist if not what most people agree on?

Not everything people are in favor of is fully thought out.
If, for example, "whatever it takes" to protect the environment meant outlawing the use of all automobiles that get less than 20 MPG, or outlawing the use of fertilizer on lawns, or the use of gasoline engine lawnmowers, or the doubling of their electric bill, etc., many people would modify their position.
Politicians would hopefully think things through.

"Chicago to my mind was the only place to be. ... I above all liked the city because it was filled with people all a-bustle, and the clatter of hooves and carriages, and with delivery wagons and drays and peddlers and the boom and clank of freight trains. And when those black clouds came sailing in from the west, pouring thunderstorms upon us so that you couldn't hear the cries or curses of humankind, I liked that best of all. Chicago could stand up to the worst God had to offer. I understood why it was built--a place for trade, of course, with railroads and ships and so on, but mostly to give all of us a magnitude of defiance that is not provided by one house on the plains. And the plains is where those storms come from." -- E.L. Doctorow
