Welcome to IWETHEY!

New Boot into safe mode (hold f8 b4 splash)
then either edit the registry (hard way)

Or start>run>msconfig

then toggle off anything that doesn't look necessary and start again.

Also...theres and option to allow you to confirm each step of the boot...but sometimes the runonce or startup crap slips through that.

New Safe mode crashes too.
Same error, something to do with a runonce and mobsysb.exe

New Ew. Can you temp. replace mobsys.exe with something benign?
On and on and on and on,
and on and on and on goes John.
New Try getting to CL with f8 boot...
...and rename then delete this mobsysb.exe...which is not a system file that I'm aware of.

See if that gets you in so that you can trace where that came from and run msconfig and/or regedit to keep it from running at startup.
